There are four main parts to being an Evaluator for the EPR Procurement process. The EPR team will guide you through each step of the process, but below is a quick summary.

Quality Questions

  • As part of the Invitation to Tender (ITT) process, there are a series of questions that potential suppliers are asked to respond to, on how they can fulfil our EPR needs. These are called Quality Questions.
  • Evaluators will score these responses based on their own judgement and confidence on whether the supplier can deliver the required functionality outlined in the Output Based Specification (OBS).
  • The questions have been divided into operational, clinical and technical categories.
  • For each question, at least three evaluators will be needed.

Demonstrations

  • Within the scoring criteria will be Supplier Demonstrations Sessions, where potential providers showcase to you their systems in action. They will be illustrating specific case studies, workflows and scenarios.
  • We have designed a set of demonstration scripts to cover areas not already covered by a quality question. Suppliers are to deliver their demonstrations against the requirements in the scripts.
  • As an Evaluator, you will score how well the functionality has been delivered.

In-person site visits

  • Site visits are not scored, but evaluators have the option to down score previously scored clinical quality question responses, based on what they see in a live Trust.
  • Only selected clinical colleagues will attend in person site visits.
  • There are 5 clinical questions that can be down scored at site visits.

Scoring and Moderations

  • All scoring will be undertaken by evaluators independently during May 2025
  • There will be a series of moderation sessions to review the scores from all evaluators and decide on a final score for demonstrations and quality questions parts.
  • A preferred supplier will then be selected.
